Abstract
The article investigates the state of the Russian industry by the most important development parameters (number of employees, structure of production costs, fixed assets, performance, etc.). The research shows that the structural problems accumulated in the Russian industry prevent industrial enterprises from further development and increasing their competitiveness. The main structural constraint of industrial development in Russia is an established dual model, where one group of sectors is highly profitable and has a relatively low risk while another group of sectors demonstrates low profitability with a high operating risk. The first group is represented by mining and transactional sectors, the second group includes industrial sectors. However, the existing industrial structure has in its framework its own group of such sectors. The presence of such structures results in the shift of resources to the most profitable sectors. The current structure of production costs and the low level of the overall technological effectiveness of production act as an additional structural constraint in the development of the manufacturing sector, including opportunities for conducting import substitution policy. Taking into consideration existing constraints, including the institutional conditions of industrial enterprises functioning, innovation development goals objectives cannot be an end in themselves, as their implementation along with possible improper setting of development priorities can impair the functioning of the industrial system. To avoid this, the author using the systemic approach to industrial policy offers certain tools of structural and institutional content to deal with the strategic tasks of manufacturing sectors development. First of all, it is necessary to purposefully shape the structure of industrial production by sectors taking into account not only the new priorities (technologies), but also the “old” technologies already in use. The above mentioned and other circumstances discussed in the article should be considered when introducing changes in the investment, tax and other types of policies and designing development programs.

Abstract
The article dwells on a complex of issues devoted to environmental costs accounting. A number of current issues and provisions in this field is critically evaluated in the article. The specific recommendations and room for improvement of the federal law regarding the environmental accounting and environmental auditing are proposed in the article. It is recommended on a number of occasions to hold compulsory environmental auditing of the company’s production activity. The article proposes the improvement strategy for cost accounting during the environmental auditing as well as the fines and penalties for the violation of the land law. The need for the development of the governmental program for the usage of agricultural land previously not used and the revival of agricultural production there is justified in the article. The main principles and approaches - on which it should be based in order to be successfully implemented in practice - are mentioned in the article.

Abstract
The article researches the possibilities of applying the methods of linear and nonlinear extrapolation in the predictive analysis of a company’s financial stability based on the study of its trends. Analytical balance modelscan be used to detect and measure the trends of the changes in the financial state of a company. The indicators of trends intensity and the projected time to approach the border of the crisis financial condition built using the analytical balance model which are calculated on the basis of accounting and reporting data, allow commercial organizations to detect and quantify the negative trends when conducting the financial analysis. The author develops several algorithms to evaluating the trends of decrease of commercial organization’s financial stability. The article offers several algorithms based on application of linear and non-linear extrapolation of financial indicators depending on the amount of the information used for analysis.The practical significance of the proposed algorithms is related to their applicability to estimate the period of time during which the action of negative trends may lead to the crisis in the financial position of a company. This time period is an essential parameter for developing a financial recovery plan.

Abstract
This article examines the formation of an integrated information management system of the interstate customs audit within the Eurasian Economic Union. It systematizes the reasons of the problems related to foreign trade activities and customs in Kazakhstan and highlights the principles of creation and operation of an integrated information management system for customs audit. The performance of the customs audit authorities largely depends on relevance, completeness and reliability of the information they use. An effective system of customs control and audit should provide the objective and reliable information on the use of the EAEC resources in accordance with the principles of legality, efficiency and effectiveness of the public authorities’ activity.The problems of information support of customs audit stated in the article can be solved by means of establishing the integrated interstate information and economic environment.

Abstract
While considering budgeting as a management function it is possible to predict the most probable ways of its development yet during the process of achieving the strategic goals of the company, as well as to define how exactly to use the resources most efficiently, to evaluate the effectiveness of the company business processes, and to increase the level of responsibility of the performers. In this regard, the objectives of the management are: first of all - the budgeting concept reflecting the peculiarities of the company’s management system; and secondly - thecreation of the budgeting model which will be correct both theoretically and practically, meaning that it would be efficient under the conditions of the existing business-model. In the author’s view, each company has got its own budgeting model which combines the various methods of forecasting, techniques and methods of budgeting figures calculation, it also brings under regulations the stages of the budgeting process and the reporting of the budget implementation in the forms needed by the management for a more effective control. If the company changes its strategic goals the budgeting model should also be modified because the static budgeting does not provide the feedback between the decision made and the accounting event, moreover, the emerging deviations from the planned targets are considered to be out of control.

Abstract
The article focuses on the main tools and subjects which form a qualified employee and which call for the close cooperation between educational institutions, professional communities and employers. The author describes such new elements of the joint system to form the employee’s qualification as the bodies of independent qualification assessment (i. e. the Council on Professional Qualifications, Qualification Assessment Centers). The article also considers the peculiarities of the process of harmonization between educational programs and professional standards related to such types of activities as accounting and audit. Best practices are exemplified by theexperience of the Financial University under the Government of the Russian Federation in faculty representatives’ participating in the development of professional standards and further development of educational programs linked to professional standards.

Abstract
The article continues the discussion about the role and importance of professional standards in improvement of management in economic subjects and their influence on training specialists of different qualifications. The author emphasizes that introduction of professional standards as an important tool of human resources policy involves the harmonization of the provisions of the standards not only with educational programs of higher school institutions but also with a number of legal and normative documents regulating the system of management of economic subjects. The harmonization in the development of academic and vocational (professional) education should play an important role in successful use of professional standards. The partof self-regulatory organization in this process should be clearly determined. The competences taken into consideration when working out educational programs, should be harmonized with regulations on organizing management including the model provisions about divisions, about main departments in management structure and job descriptions. The issues of assessment of compliance of professional qualification with professional standards should be linked to the rules of certification of an organization and taken into consideration when planning staff career, evaluating its performance and developing incentive schemes.

Abstract
The article describes the need for the organization of internal audit (control) in the economic entity taking into account industrial characteristics, its role and importance in ensuring the economic security of the business. The author relies on the previously published articles and believes that the economic security of business should beconsidered as an independent direction of research resulting from the significance of the internal audit through the creation of the mechanism of its interaction with key customers through the disclosure functions, tasks, rights and duties of the internal audit service. Moreover, the author’s position regarding the essence of internal audit is given in the article. The author substantiates the role of internal audit, which is enhanced by establishing and improving the mechanism of interaction of the IAS with the leadership of the organization, regarding the main business processes. It is proved that the effective process of interaction is seen through the creation (definition) of the current objectives of the internal auditors and the presentation of the results of their activities to the auditing Committee. In addition, the author emphasizes the relevance and reliability of accounting information, which is the essential economic security condition of a commercial organization.

Abstract
The article provides the tool for the analysis of the condition of financial and economic discipline in the departments and subdivisions of internal Affairs. It is based on the assessment rating of these units basing on the results of inspections and audits conducted by the control and auditing bodies of the MIA of Russia. The article presents the goal, the sequence of analytical procedures and mathematical tools for rating evaluation, which is based on the calculation of a composite indicator of the condition of the financial and economic discipline. The assessment of the condition of financial and economic discipline is supposed to be conducted on the basis of the swipe cards taking into account the results of the auditing. The proposed method allows to conduct the comparison of divisions between each other in terms of their compliance with the financial discipline, as well as to compare the controlled objects. The authors propose to use the presented methodology in the implementation of financial control in the Ministry of internal Affairs of Russia together with the analysis of the results of verification activities of the bodies and subdivisions of internal Affairs.

Abstract
The global accounting reforms in a range of countries are primarily connected with transition from cash method to accrual concept. Rather often a mixture of these two methods is used. In the transition period the lack ofinformation about the movement of assets, liabilities and equity makes it problematic to carry out a comprehensive qualitative analysis. The article offers to deal with these problems by improving the technique of recording business and financial transactions. The proposed method of accounting involves the disclosure of more detailed information about the movement of company’s assets, liabilities and owners’ capital. This enlarges analytical opportunities to carry out the qualitative analysis, which ultimately results in making more educated and effective management decisions.

Abstract
Humanity is getting more and more concerned with the environmental and social issues. In this regard, accounting for sustainable development should enable the companies and the general public to obtain information which is required for the effective environmental management and correct investment decisions.This information has become partially mandatory in some countries, including France (with the legislation regarding new economic regulations (Loi sur les Nouvelles Régulations Économiques) and the Grenelle 2 law). Article number 225 of the French Grenelle 2 Law provides indicators of the environmental impact of the company as well as its relations with stakeholders.The purpose of this article is the introduction of the French experience of drawing up and auditing of reporting for sustainable development. This article considers the content of the decree regulating the conduct of sustainable development and/or social responsibility reports auditing.Today, reporting on environmental data is relatively mature in France. It is necessary to structure the information on social topics.

Abstract
One of the most topical problems of economic entities in modern operating conditions is an increase in accounts receivable and defaults on payments. The financial stability of business largely depends on the cash inflow which is necessary for its normal functioning. This is precisely why the issues of management and control over receivables are very significant. In order to prevent undesired effects, including financial losses owing to the refusal of debtors to pay their debts, the company should establish an effective system of control over accounts receivable. An inventory of the company’s liabilities plays an important role in this process. Therefore, this research focuses on the accounts receivable management and control over it. It also includes the issues of the accounts reconciliation statements which are prepared to extend the limitation period for the debts of the debtor.

Abstract
The sustainability of the tour operators’ activity is the basis of this industry stability. In recent years, the crisis in the tourism industry manifested by a series of bankruptcies of major tour operators became apparent due to the fact that it badly affected a large number of Russian tourists, and this, in turn, caused a great resonance in the society. Development and promotion of travel products is private business. Under market conditions implementing of internal control within the management system of the tourist industry is an additional instrument of providing for financial and economic stability. The purpose of the article is to justify the necessity to formalize the approaches to tour operator internal control system functioning on the basis of the Russian legal requirements and international experience, which is mostly demanded in the frames of the risk-based government oversight. The theoretical basisof the research is the papers of economists on the related problems. The empirical base for the study is the Russian normative acts and international practice.

Abstract
The article is devoted to the research of historical aspects of the conduct of fixed assets revaluation in Russia. The article scrutinizes the stages of the revaluation in the Russian Federation and gives the detailed characteristics of each and every stage. The prerequisites for the conduct of fixed assets revaluation are investigated in the article as well as the reasons for them and the consequences after. The specific mechanism of the conduct of each and every revaluation is studied and as a result, the problems arising during its implementation are uncovered. The results of revaluations are examined and the conclusions are made regarding the mistakes missed and some negative consequences. As a result of the revaluation dated back to 01.10.1925 the revalued objects included the fixed assets which were no longer fit for their further exploitation due to their complete depreciation and amortization. The revaluation that dates back to 01.07.1992 was held without inventory reconciliation of the fixed assets and without determining of the actual condition of each and every object. The result of the revaluation that dates back to 01.01.1994 was the formal approach to the implementation of aggregate ratios which resulted in the distortion of the information regarding the costs of fixed assets.The development tendencies of the methods of the revaluation conduct are defined in the article. Since 1996 the companies of assets valuators have been widely involved in making expert conclusions regarding the market value of the fixed assets. Since 01.01.1998 the significant peculiarity of the revaluation has been the fact that revaluation stopped being the obligation for the company, but has become its lawful right.The questions regarding the treatment of the revaluation results in accounting system are examined in the article, and the impact of these actions on the indicators of accounting reporting is studied in the article.
